With just over a year to go until the Deposit Return Scheme (DRS) launches in October 2027, businesses across the UK can now begin the first stage of registration.
Exchange for Change, the organisation responsible for delivering the DRS, has opened Phase 1 registration for businesses that are required to register as a producer, a return point operator, or both.
For businesses required to register, Phase 1 is focused on gathering basic company information and getting the registration process underway. Businesses can create an account through the Exchange for Change registration portal and provide details including:
The process does not have to be completed in one sitting, as businesses can save their progress and return to it later. Once Phase 1 has been submitted, a registration reference number will be provided both on screen and by email.
Do all retailers need to register?
Not every retailer will be required to operate a DRS return point.
Urban retailers with a sales area of less than 100m² are automatically exempt from operating a return point, unless they choose to operate one voluntarily.
There are also further exemptions available for certain retailers. Urban retailers with a sales area between 100m² and 199m², and rural retailers with a sales area below 200m², can apply for an exemption. However, businesses in these categories will still need to complete the registration process if they wish to apply for an exemption. Further details on the exemption application process are expected to be published by Exchange for Change in the coming months.
The Scottish Government has confirmed that the DRS will launch in October 2027, covering single-use PET plastic, aluminium and steel drinks containers between 150ml and 3 litres.
What happens next?
Phase 2 of registration is expected to open in January 2027. Businesses will then be asked to provide further information relevant to their role within the scheme.
For businesses that need to register, Exchange for Change is encouraging them to complete Phase 1 as soon as possible, giving them an early opportunity to begin preparing for the scheme.
PGMA will continue to share updates as further information becomes available on registration, exemptions and the practical requirements for businesses ahead of the October 2027 launch.
Businesses can find further DRS guidance and resources through Exchange for Change, including the Phase 1 registration portal and information for retailers and producers.
